Quick Answer: Launiupoko and Olowalu, south of Lahaina, are mostly agricultural-district lots, so Maui County farm rules, privately owned water utilities and state water permits all shape what you can build. As of October 2026, Olowalu Water Company has a 325.5% rate increase request pending at the Hawaiสปi PUC (filed Dec. 30, 2025), and HDOT’s Honoapiสปilani Highway realignment is planned through the area.

I’m Benjamin Finnerty, a REALTORยฎ in Kฤซhei with Keller Williams Realty Maui. Launiupoko real estate and Olowalu lots are among the larger-acreage options on the West Maui coast, but these are not ordinary residential lots. Before anyone writes an offer here, I want them to understand the zoning, the water and the road. Here’s what’s verifiable as of October 2026.

What Kind of Property Is in Launiupoko and Olowalu?

Most of it is agricultural land subdivided into large lots. The Launiupoko subdivisions sit on former Pioneer Mill sugar land, according to Environment Hawaiสปi, and were developed as agricultural subdivisions. Olowalu also has agricultural lots; Olowalu Water Company’s system covers about 750 acres there, according to its PUC rate case as reported by Maui Now.

Because the land is in the agricultural district, Maui County expects it to be used for agriculture. In Olowalu, Maui Now reported in March 2026 that County rules require more than half the land to be in farming and that an owner had to submit a farm plan before building a home.

How Many Homes Can You Build on a Maui Ag Lot?

Generally two farm dwellings per lot, one of which can’t exceed 1,000 square feet of developable area, under Maui County Code ยง19.30A.050 as amended by Ordinance 4315 (2016). Additional dwellings, such as farm labor dwellings, come with their own criteria, and anything beyond that needs a special use permit. Short-term rental homes on ag land require an approved, fully implemented farm plan.

Code sections change, so confirm the current version of Chapter 19.30A, and the specific lot’s subdivision documents and any recorded covenants, with the County Planning Department and a Hawaiสปi attorney before you rely on it. My post on buying agricultural land on Maui covers the farm dwelling rules in more detail.

Who Provides Water in Launiupoko and Olowalu?

Private water companies regulated by the Hawaiสปi Public Utilities Commission (PUC), not the County Department of Water Supply. That matters because rate changes go through PUC rate cases:

Utility Docket Request Status (as of Oct. 2026)
Launiupoko Water Co. 2023-0465 About $429,197/year (about 48.4%), as amended Dec. 20, 2024; about 375 meters I couldn’t confirm a final decision; check the PUC docket
Olowalu Water Co. 2025-0409 About $879,849/year (about 325.5%), filed Dec. 30, 2025; 147 customers; last increase in 2011 Public hearing held March 3, 2026; no final decision found

The State’s Commission on Water Resource Management also voted on June 14, 2022 to designate the entire Lahaina Aquifer Sector, from Ukumehame to Honokลhau, as both a surface water and a ground water management area. That means existing and new water uses there need water use permits. If a lot relies on a well or stream diversion, or if you plan to farm, ask how that water use is permitted.

How Will the Honoapiสปilani Highway Realignment Affect These Areas?

It’s planned to move the highway inland along this coast. In September 2025, the Hawaiสปi Department of Transportation selected a final route for about 6 miles from near the Pฤpalaua Wayside (around milepost 11) to Launiupoko (around milepost 17), at the southern end of the Lahaina Bypass. Maui Now reported an estimated cost of $298 million and construction expected to begin in 2028. The project received a $22 million federal RAISE grant in November 2021.

The reason is the shoreline: according to Maui Now, about 51% of the current Olowalu stretch and 73% of the Ukumehame stretch fall within the 3.2-foot sea-level-rise exposure area. If you’re looking at a lot near the planned route, review the final EIS maps on HDOT’s project site.

What Happened to the Olowalu Town Plan?

It was withdrawn. The proposed Olowalu Town project would have reclassified about 636 acres for around 1,500 homes (State Land Use Commission docket A10-786). After the commission didn’t accept the final EIS in 2015, the developers withdrew the petition in April 2016. The area is also covered by the West Maui Community Plan, which became law on January 31, 2022.

My Take: What I’m Telling Buyers Looking at Launiupoko and Olowalu

When a buyer is interested in a vacant lot, I look at the same things first: zoning, the water meter, utilities, CPR status, any permits pulled, and the lot’s status with the County, meaning whether everything is conforming and in compliance. On West Maui ag land, I’d add two items to that list: the water company’s current rates and any pending PUC case, and the lot’s location relative to the highway realignment.

I’d also plan for fire and wind. Maui Now has reported brush fires in Olowalu, including about 200 acres in August 2018 and about 120 acres in June 2023. Ask about defensible space, access roads and insurance quotes early, not after you’re in escrow. For pricing context, my Maui land prices in 2026 post covers recent vacant lot sales by area.
