Quick Answer: On Tuesday, Oct. 27, 2026, the Maui Planning Commission holds a public hearing on Ledcor Maui’s Special Management Area permit and Planned Development application for three new multi-family communities in Wailea. Ledcor’s application describes 273 units: 233 market-rate homes, four employee units and 36 deed-restricted workforce rentals.
I’m Benjamin Finnerty, a REALTORยฎ in Kฤซhei with Keller Williams Realty Maui, and new Wailea condos don’t come along often. Wailea has been largely built out for years, so a proposal for hundreds of new homes in the resort is worth understanding, whether you own nearby, you’re shopping for a Wailea condo now, or you’re watching for new construction. Here’s what’s on the agenda, where the project stands, and what it could mean for buyers.
What is the Maui Planning Commission considering on Oct. 27?
The Commission will hold a public hearing on Ledcor Maui LP’s applications for a Special Management Area (SMA) Use Permit and Planned Development Steps 1 and 2 in Wailea, according to the Commission’s Oct. 27 agenda. The agenda describes three multi-family residential communities, about three acres of publicly accessible open space, and related roadway and infrastructure work. The file numbers are SM12026-00036, PD12026-00001 and PD22026-00001.
The meeting starts at 9 a.m. It’s held remotely on Microsoft Teams, with an in-person observation location at the Planning Department conference room in Wailuku. The agenda is posted in the County of Maui’s online Agenda Center.
How many new condos is Ledcor proposing in Wailea?
Ledcor’s own application page lists 273 units across three sites in this first phase:
| Community | Market units | Employee units | Workforce units | Total |
|---|---|---|---|---|
| B1 | 147 | 2 | 0 | 149 |
| MF-16 | 86 | 2 | 0 | 88 |
| MF-10 | 0 | 0 | 36 | 36 |
| Total | 233 | 4 | 36 | 273 |

The MF-10 site would be 36 rental units in three buildings, deed restricted in perpetuity under Maui County Code Chapter 2.96, the County’s workforce housing law. Ledcor describes it as the first multi-family workforce housing project in the Wailea resort area. The roadway work covers portions of Wailea Ike Drive and Kฤlai Waสปa Street, and the residential buildings target LEED Silver certification.
Is this the whole Ledcor plan for Wailea?
No. This is the first phase. Ledcor’s Final Environmental Impact Statement, released in February 2025, covered eight vacant properties: seven in-fill parcels within the Wailea resort master plan and one lot in Kฤซhei. Maui Now reported at the time that Ledcor proposed an estimated 925 to 975 units across those sites, well below the more than 1,991 units the existing entitlements would allow.
Maui Now also reported that the plans are for residential use only and do not include short-term rentals, even though some parcels allow them. If that holds through the permits and project documents, these would not be vacation rental condos, an important distinction for anyone comparing them with existing Wailea complexes.
Could the Oct. 27 hearing be delayed?
Yes. The agenda lists a petition to intervene, received Oct. 13, 2026, from Mฤlama Kakanilua and five individuals. If the Commission grants it, the SMA decision would wait until a contested case is completed, and the Commission may appoint a mediator and hearings officer. Contested cases on Maui can take months, so I wouldn’t assume a decision on Oct. 27.
What does new construction mean for Wailea condo prices?
It’s too early to say, and I wouldn’t predict a price effect from a project that hasn’t been permitted. Here’s the current context from the REALTORSยฎ Association of Maui (RAM), January through September 2026:
- Wailea/Mฤkena condos: 66 sales, median $2,085,000, down from $2,500,000 a year earlier
- Wailea/Mฤkena single-family homes: 20 sales, median $2,900,000, down from $3,850,000
New homes, if approved, would take years to design, build and deliver. In the near term, buyers are choosing among existing complexes, many of which carry hotel or resort zoning and long-established association histories. My guide to living in Wailea and Mฤkena covers those complexes and prices, and my post on the South Maui Community Plan update explains the bigger planning picture for the area.
My Take: What I’m Telling Wailea Buyers and Owners
For buyers, the practical question is how a future new building would compare with what you can buy today. When I compare condo complexes, I look at what each one offers in amenities, the association’s history of financial decisions, and the total HOA costs and what they cover. With new construction, there’s no association history yet, so you’d be relying on the developer’s budget and documents instead. That’s a different kind of homework, and it’s worth knowing going in.
For owners near the B1, MF-16 or MF-10 sites, the hearing is your chance to see the site plans, traffic and infrastructure details, and to submit testimony if you want to be heard. For anyone shopping now, I’d keep an eye on how the contested case goes, but I wouldn’t wait on it. A permit hearing is the start of a long process, not a delivery date.
If you’d like a broader look at what’s moving through the County’s pipeline, my roundup of new housing developments on Maui is a good place to start.
Frequently Asked Questions
When is the Ledcor Wailea hearing?
Tuesday, Oct. 27, 2026, at 9 a.m., before the Maui Planning Commission, held on Microsoft Teams with an observation room in Wailuku.
How many units are in Ledcor’s first Wailea phase?
273 units, per Ledcor’s application: 233 market-rate, four employee units and 36 deed-restricted workforce rentals.
Will the new Wailea condos allow vacation rentals?
Maui Now reported in 2025 that Ledcor’s plans don’t include short-term rentals. Confirm the final permit conditions and project documents before relying on that.
Can I buy one of these units now?
No. The project still needs its SMA and Planned Development approvals, and a petition to intervene could add a contested case.
